Newport Zoning: Residential Closed, GB and WB Still Open

Short-term rental house entrance

Newport’s district line is the first listing fact, not a harbor caption and not an AirROI High badge. The AirROI extract updated 2026-08-08 still prints 694 listings, a $41,550 year, and a $4,089 median month. Those host lines do not name the zone. The live clerk is the 2022 residential-zone restriction against new whole-home stays under 30 days, set against General Business and Waterfront Business as the districts that remain permissible. A live pin is not that answer. A Transient Guest Facility is not that answer either until Zoning has named the parcel.

Two maps sit on the same island and they do not merge because the guest wants a cliff. City of Newport zoning is one map. The Transient Guest Facility desk is the other. Middletown is a third clerk and a different town. Peak three on the host file remain August, June, and September. January is the occupancy floor. March is a low. None of those months rewrite a residential lot into a Waterfront Business walk. Read this beside therules file, thebuy file, and thestartup stack.

This page names the 2022 line, the live districts, and the stalled 2024 through 2026 add-on fight that is not a law. It will not rezone a parcel. It will not coach an unregistered or wrong-zone nightly. It will not treat a March 11, 2026 workshop as a final vote. Confirm the live district with Zoning before a listing goes up. Then write the house that district can actually keep, and leave the host year on the extract.

Two maps, not one harbor rule

The first map is zoning. It answers whether the parcel sits in a residential district the 2022 line already closed to new whole-home stays under 30 days, or in General Business or Waterfront Business where transient guest facilities remain permissible. The second map is the Transient Guest Facility desk. Any stay less than 30 days must register. The filing fee is $15. After approval the annual fee is $500 Home-Occupation or $1,000 Non-Home Occupation. One unit per card. Post it at the door. May 31 is the annual due date. Code 5.40.020 enforces advertising without that card.

Those maps do not collapse into one harbor rule. A pretty Cliff Walk caption does not move a residential lot into Waterfront Business. A sold August Saturday does not move it. AirROI High and an 83 percent licensed vendor Keep do not move it. State DBR registration is a third desk, not a district change. Keep the assessor map, the zoning call, and the certificate in separate folders. Themarket reportcan hold the year. This page holds the line.

Middletown is not a fourth Newport district. Block Island is not a fifth. A guest who wants a harbor walk still sleeps in the district the parcel actually occupies. Photograph the walk you can reach. Do not photograph a Waterfront Business pier as if it sat on a residential lot. Two maps. One address. One answer from Zoning before anyone publishes. A Cliff Walk caption does not merge those maps, and a sold August Saturday still does not merge them either.

2022 already wrote the residential line

In 2022 the Council banned new whole-home stays under 30 days in residential zones. That sentence is the live clerk. It is enacted. It is not a draft. It is not a workshop. It is not a leftover rumor from a later fight. City materials this week still say transient guest facilities remain permissible in General Business and Waterfront Business. Confirm the live district line with Zoning before a listing goes up. A live pin is not a district answer.

New whole-home language matters. The 2022 line closed a path. It did not print a second host year. It did not rewrite $41,550 or $4,089. It did not make AirROI High into a certificate. A seller who waves a 2021 calendar as proof the house can still list as a residential whole-home is offering you a question, not an answer. Screenshot the city STR page the week you bid. Put the district row next to the extract.

Do not coach a new residential whole-home as a soft launch. Guests already punish a fake harbor bed. Zoning will not be less curious than a guest. Thehow-to fileis the copy version of this paragraph. This page only needs the hard stop: 2022 already wrote the line. A pretty kitchen does not unwrite it. Folk week at Fort Adams does not unwrite it. $6.0 billion in statewide visitor spend does not unwrite it.

General Business and Waterfront Business are the live districts

City materials this week still say short-term stays and transient guest facilities remain permissible in General Business and Waterfront Business. Those are the live districts for a new whole-home path. They are not a promise that every parcel with a harbor photo sits in one of them. Confirm the live district line with Zoning. A Thames Street caption is not a zoning letter. An Ocean Drive loop is not a zoning letter. Easton Beach is a beach, not a district.

Once Zoning names General Business or Waterfront Business, the Transient Guest Facility is still required for any stay less than 30 days. The card is $15 to file and $500 or $1,000 a year. One unit. Posted at the door. Due May 31. State DBR still sits beside it. The 14 percent whole-home stack still sits on occupancy on or after 1 January 2026. A live district is not a tax holiday and not a sold January. It is only the first yes.

Write the listing as the district Zoning named. Do not write Waterfront Business on a lot the assessor still prints as residential. Do not write General Business because a neighbor listed. Professional management at 26.8 percent does not move the line. Matthew’s 34 homes and Chris’s 24 homes are their books, not a district map. Thepeak-season filecan merchandise August after the district is honest. Peak three still do not rewrite a zone.

A special-use leftover is not a new card

Leftover briefs still talk as if a special-use story, a grandfathered file, or a pre-2022 calendar could stand in for a new Transient Guest Facility. Those leftovers are not a new card. They are not a district change. They are not permission to advertise a new residential whole-home the 2022 line already closed. A sale is not a Transient Guest Facility. A live pin is not a Transient Guest Facility. AirROI High is not a Transient Guest Facility.

If a seller offers a special-use letter, treat it as a question for Zoning, not as a closing exhibit you can paste into the listing. Screenshot the live city page the week you bid. Ask whether the parcel can take a new whole-home stay under 30 days. Ask which district it sits in. Ask whether a current Transient Guest Facility exists for that one unit. Do not let a leftover PDF answer those three questions. Do not let a 2021 review set answer them.

A special-use leftover does not rewrite May 31. It does not rewrite one unit per certificate. It does not rewrite Code 5.40.020. It does not rewrite the $15 filing fee or the $500 and $1,000 annual fees. Keep leftover language in a history folder. Keep the live clerk on the 2022 line and the GB and WB districts. TheDIY filecan talk about photography after the paper exists. The leftover letter is not that paper.

The 2026 workshop is not a rezoning

The 2024 through 2026 add-on fight is stalled, not a cap and not a new district map. On September 25, 2024, an additional restriction attempt failed on a 3-3 vote in secondary write-ups. On May 14, 2025, a 4-3 directive told staff to draft further non-owner-occupied limits. That directive is not a law. In September 2025 a first reading moved and a second reading was rejected after lawsuit warnings. That reject is not a law either.

On February 20, 2026, a narrower Waterfront and General Business proposal was floated. On March 11, 2026, council sent that package to a workshop rather than a final vote. No later enactment was found this draft week. Hedge any 2026 workshop outcome. A workshop is a calendar object. It is not a rezoning. It is not a Transient Guest Facility. It is not a reason to list a residential whole-home the 2022 line already closed. Do not underwrite the workshop as if the map already moved.

Frame the fight the way the clerk still frames it. The 2022 residential-zone restriction is the live clerk. The 2024 through 2026 add-on fight is stalled. Do not write a seller memo that treats the workshop as if the lot already moved. Do not write a listing that treats the workshop as if the lot already closed. Confirm the live district the week you publish. Then stop predicting a vote this page has not seen. A hedge is not a district letter.

Middletown is a different clerk

Middletown is the next town on Aquidneck. It is not a Newport district. It is not Waterfront Business by adjacency. It is not General Business because the beach looks similar. Middletown’s own AirROI extract prints a $57,198 year on 425 listings, ADR $604, occupancy 39.2 percent. That year is comparison only. It is not a Newport certificate and not a reason to paste a Middletown driveway into a harbor title. Do not dress Middletown as Newport. A neighbor year is not a zone.

Block Island is New Shoreham and ferry-only. Its extract prints $46,356 on 132 listings. Narragansett prints $31,163 on 597 listings. Those are host years on other pins, not zoning letters. Thecompare pagekeeps the four extracts labeled. This page only needs the clerk split: Newport Zoning for a Newport APN, a different desk for a Middletown APN, a ferry and a different town for New Shoreham. Keep those clerks from blending.

A Middletown mailing address on a Newport tax bill is a question, not a district. Walk the assessor map. Call the clerk that owns the parcel. Stay’s Middletown book of 25 homes and $2,214,155 is their Middletown book. It is not a Newport Transient Guest Facility and not a 2022 workaround. Keep neighbor clerks in neighbor folders. Keep this page on the Newport line. A ferry caption still does not move that APN across the town line.

How a listing names the district it can keep

Name the district Zoning actually printed. If the letter says General Business, write General Business. If it says Waterfront Business, write Waterfront Business. If it says residential, do not write a whole-home stay under 30 days as if 2022 never happened. Name Newport in the first screen. Name Cliff Walk as a walk and The Breakers as a day. Do not name a district the parcel cannot keep. Thevisitor guidecan hold the itinerary after the district is honest.

Copy still has to survive a Zoning call. AirROI High is not that call. A live pin is not that call. An 83 percent licensed vendor Keep is not that call. Fifty-two point three percent at 30-plus is a listing setting, not a district change, and not booked winter. Peak three remain August, June, and September. January remains the hole. None of those host lines move a lot across a zone boundary. The district is the first sentence.

Keep the first five photos on the arrival the district can actually deliver. Harbor glass if the lot sits where the harbor is legal. A mansion postcard only if that day is labeled as a day. Do not paste $41,550 or $6.0 billion into a guest-facing field. Those dollars are host and tourism objects. They are not a zoning letter. Point at the district you can keep. Then stop selling the district you wish you had. A wish is not a map.

What this page will not rezone

This page will not rezone a residential lot into General Business. It will not rezone a residential lot into Waterfront Business. It will not treat a March 11, 2026 workshop as a final vote. It will not treat a September 2025 reject as a cap. It will not treat a May 14, 2025 directive as a law. It will not treat a 3-3 fail as a permit. The 2022 residential-zone restriction is the live clerk. The 2024 through 2026 add-on fight is stalled, not a map.

It will not treat AirROI High as a Transient Guest Facility. It will not treat a live pin as a district. It will not treat a special-use leftover as a new card. It will not treat a sale as a certificate. It will not treat Middletown’s $57,198 as a Newport zone. It will not divide $6.0 billion by 694 and call the result a harbor district. It will not coach an unregistered nightly. It will not coach a wrong-zone nightly. Code 5.40.020 still sits on advertising without a card.

If a partner still wants one zoning sentence, give them this one. Confirm General Business or Waterfront Business with Zoning. File the Transient Guest Facility if the stay is less than 30 days. Post the card. Make May 31. Keep 14 percent on the occupancy date. Leave the workshop in a hedge folder. Leave the host year on themarket report. Leave the credit file on thefinance page. This page will not move the lot. Zoning will name it, or the listing does not go up.

Frequently Asked Questions

What are the two things a Newport host actually has to confirm before listing?

First, whether the parcel sits in a residential district closed to new whole-home stays under 30 days by the 2022 rule, or in General Business or Waterfront Business where that use remains permissible. Second, separately, whether the property has a valid Transient Guest Facility certificate, since any stay under 30 days requires one regardless of which district it sits in. A live booking pin or an AirROI market label answers neither question.

What did Newport's 2022 residential-zone rule actually do?

In 2022, the city council banned new whole-home stays under 30 days in residential zones. City materials still describe Transient Guest Facilities as remaining permissible in General Business and Waterfront Business districts. Confirming which district a specific parcel sits in requires checking with Zoning directly, not assuming from an old calendar or a neighboring listing.

Which Newport districts still allow a new whole-home short-term stay?

General Business and Waterfront Business remain the districts where this use is currently permissible, but that isn't a guarantee that every waterfront-adjacent or scenic photo actually sits inside one of them. A Transient Guest Facility certificate, at an annual fee of $500 or $1,000 depending on certificate type, is still required for any stay under 30 days once the district is confirmed.

Can a special-use exception or a grandfathered file substitute for a new Newport certificate?

No. A special-use story, a grandfathered file, or a pre-2022 calendar isn't a new Transient Guest Facility certificate and isn't a district change. None of those stand in as permission to advertise a new residential whole-home stay the 2022 rule already closed. Treat any such claim as a question to bring to Zoning, not as proof to include in a listing.

Is the 2026 Newport zoning workshop a rezoning?

Not yet. On March 11, 2026, the council sent a narrower Waterfront and General Business package to a workshop rather than a final vote. A May 14, 2025 directive and a September 2025 rejection are also not enacted law. The 2022 residential-zone restriction remains the current, live rule until something replaces it through an actual vote.

Does a Middletown parcel fall under Newport's zoning rules?

No. Middletown is a separate town with its own zoning clerk and its own AirROI market data, roughly $57,198 on Middletown's own extract, which is a different figure entirely from Newport's. Block Island is a further separate case, part of the town of New Shoreham and reachable only by ferry. Confirm which town's clerk actually governs a given parcel before applying any of this guidance.

How should a Newport listing describe the district it's actually zoned in?

Name the district Zoning has confirmed in writing. If the confirmation says General Business or Waterfront Business, state that. If it says residential, don't describe a whole-home stay under 30 days as available, the 2022 rule closed that use in residential zones and a listing shouldn't imply otherwise.

What will a Newport zoning check not do for a host?

It won't move a residential parcel into General Business or Waterfront Business, it won't treat the 2026 workshop package as an enacted rezoning, and it won't accept a live booking pin, an AirROI label, or a special-use leftover as proof of district. Zoning has to confirm the parcel in writing before a listing goes up.

How common is professional management among Newport's short-term rental listings?

Roughly 26.8 percent of listings on the market extract are professionally managed rather than self-managed. That share is a market-structure data point, useful context for understanding the competitive field, but it doesn't change which zoning district a specific parcel sits in or whether it needs a Transient Guest Facility certificate.

Work with Crest & Cove Creative

Newport's 2022 rule closed new whole-home stays under 30 days in residential zones, leaving General Business and Waterfront Business as the districts where a listing can still legally launch.

Crest & Cove Creative writes listing copy for the district a parcel actually sits in, once Zoning has confirmed it, instead of assuming a harbor view means a clear path.
