Cazenovia Village vs Town STR: Two Clerks, One Lake

Route 13 bridge entering the Town of Cazenovia

Guests do not search a generic Central New York lake house and then happily land on whichever driveway you own. They search a village they can walk or a town lot they can drive, and they compare those pins against each other. Cazenovia is Cazenovia, Madison County, New York, on Cazenovia Lake, about twenty-five to thirty minutes southeast of Syracuse on NY-92 and US-20. The lake is not one of the eleven named Finger Lakes. Two clerks sit on that water. Mash them and both sets of guests bounce when the map loads.

Village Hall is 90 Albany Street, Cazenovia, NY 13035, (315) 655-3041, clerk@villageofcazenoviany.gov. The Town of Cazenovia, outside the village line, uses Local Law 5 of 2025, Chapter 132 Short-Term Rentals, a special use permit from the Zoning Board of Appeals. Town Chapter 132 does not automatically apply inside the village. AirROI’s extract is Town of Cazenovia only: $20,127 typical year, $293 ADR, 35.5 percent occupancy, $96 RevPAR,. That cell is not a village year.

This file is the pin, not the furnish sheet. Keep the village on Albany Street and the town on Chapter 132. Do not dress a town driveway as a village walk unless the guest can actually take that walk. Do not paste the town year onto a village parcel. Write the clerk the driveway actually has. Then recut the tile if the copy already sold the other hall to a guest who can read a map and will open it before they book.

The Village Pin Is 90 Albany Street

The village pin is a walkable downtown and a lake edge inside an incorporated village of about 2,753 people on the 2024 ACS. Village Hall sits at 90 Albany Street. That address is the clerk, not a marketing flourish. In 2018, village zoning had no short-term rental provision and officials treated village STRs as not allowed. That is a 2018 read from contemporaneous reporting. It is not a 2026 invention, and it is not a reason to skip the call. Confirm 2026 village status at Village Hall before you list a village parcel.

Guests who want this listing want Albany Street, a village dinner, and a lake they can reach without being told they booked a Finger Lake. They want Lorenzo’s grounds if the house is open. They do not want a town lot sold as downtown because the listing agent liked the word village. The visitor guidecan name the walk without moving the house. If the driveway sits inside the corporation line, say the village. If it does not, stop using 90 Albany Street as the pin on the tile.

The village clerk does not care whether you sell the dock or the mansion walk. The clerk cares what village law actually allows in 2026, not what a town neighbor already filed. Town Chapter 132 is not a shortcut around that conversation. A special use permit issued for an unincorporated lot does not legalize a house on Albany Street. Call (315) 655-3041. Write down what they say, including the name of the person who said it. Do not underwrite a village stay on a town chapter you copied from a neighbor across the line.

The Town Pin Is Chapter 132

Outside the village, the Town of Cazenovia is a different desk. Local Law 5 of 2025 added Chapter 132 Short-Term Rentals, effective upon filing with the New York State Secretary of State. On August 10, 2026 the Town Board tabled further changes, so leftover “coming rules” language is already stale. The 2025 chapter is the live town desk. A short-term rental is lodging for thirty-one consecutive days or less in a permanent residential structure. Bed-and-breakfasts, hotels, motels, and month-to-month sit on a different desk.

The path is a special use permit from the Zoning Board of Appeals in all town districts unless limited. Register with Madison County occupancy tax as required and obtain the town permit. Do not advertise until the application is fully approved. The permit is valid two years, renewed forty-five days before expiration, and not transferable. Occupancy is two people per bedroom, maximum twelve including permanent residents. Parking is one off-road space per bedroom, no on-street, winter plow required. Quiet hours run 9:30 p.m. to 7:30 a.m. No events. No on-premises signage.

Neighbors within five hundred feet are notified at least fifteen days before the public hearing. Display the permit inside and at the front entrance. Put the permit number in every ad. A contact person must sit within thirty minutes driving time and respond within twenty-four hours.Chapter 132is the town file. AirROI’s “low regulation” tag is stale. Do not tell a guest or a lender the town is still an open lake. The chapter is live. The village is still a different clerk.

Drive Time Is Not the Same as a Village Walk

Twenty-five to thirty minutes southeast of Syracuse is a drive time. An Albany Street walk is a walk. Guests who booked the village are comparing you to other village doors, not to a town house with a nicer dock and a Cazenovia hashtag. Time the walk to the first block of shops, to the lake access you can actually offer, and to Lorenzo if the guest can reach the grounds without a ten-minute drive you forgot to mention. If the guest needs a car for dinner, say so in the first screen.

A town lot can be a true Cazenovia stay. It is not automatically a village stay. Photograph the sidewalk, the minutes, and the door you exit. How you market the rentalstarts with the path the guest can take in ordinary shoes. If you cannot show that path, you are selling a lake drive, which can be honest and is not the village pin they typed. Do not call a seven-minute drive walkable downtown. Do not call the lake a Finger Lake to borrow someone else’s search.

City and village listings in other markets can honestly sell a day trip. Here, town listings can honestly sell Syracuse as a grocery and airport run. They cannot honestly sell Albany Street as the stay unless the guest can walk it. Write the minutes in both directions if you must. Write the walk only if you have it. Drive time is a number. A village walk is a photograph. Guests can tell which one you faked when the map loads. Put the car in the first screen if the evening needs one.

Two Inventories, One AirROI Cell

AirROI publishes one extract for this address, and that extract is Town of Cazenovia. Typical year $20,127. ADR $293. Occupancy 35.5 percent. RevPAR $96. Twenty-two listings. Peak-3 August, September, July. Softest January. Professionally managed 4.5 percent. Thirty-plus-night settings 22.7 percent. Superhost 77.3 percent. That is the town cell. This cluster will not invent a second cell for the village. One inventory on the page does not mean one clerk on the ground, and it does not mean a village T12 exists.

Village hosts and town hosts are different populations even when guests type the same word. The village is about 2,753 people with a walkable downtown. The town is 6,740 on the 2020 census, unincorporated lots around the lake and out from the corporation line. A town tile that borrows village sidewalks is lying one direction. A village tile that borrows the town year is lying the other. Keep $20,127 labeled town whenever it appears. The market reportis the file that keeps $20,127 on the town desk.

Managers and independents are playing a twenty-two-card town game plus whatever the village clerk will allow. Those are not the same competitors and not the same photos. Keep the populations apart in the memo, the listing, and the loan file. A town host is not a village host who forgot to move. Twenty-two town cards can hide a weak tile less easily than a city extract. Write for the smaller room, and do not borrow a village walk to make a town lot look like Albany Street on a guest who can open the map.

Listing Copy That Names the Actual Clerk

The first sentence should name the street the car stops on, the walk the guest can take, and which hall governs the stay. If the parcel is village, say Village of Cazenovia and 90 Albany Street as the clerk, not as a tourist caption. If the parcel is town, say Town of Cazenovia and Chapter 132, and put the permit number in the ad the way the chapter requires. Ads also need occupancy, parking, and quiet hours told as house rules the guest will actually meet, not as leftover Finger Lakes cottage language.

Do not write “Cazenovia / Skaneateles / Finger Lakes cottage” as a title. That line is three pins and two lies. Lorenzo State Historic Site is the dateable hook if the guest can reach it. Cazenovia Lake is the water if they can swim or sit it.Lorenzo’s fileis how you name the mansion without turning it into a region. Photos should prove your door, not a stock Federal house and not a dock you cannot walk to from the kitchen you actually rent.

If you hire help, the manager still has to print the clerk that matches the driveway.DIY versus hiredoes not replace Village Hall or the Town CEO. A professionally managed share of 4.5 percent is not a reason to outsource the pin to a region template. The inbox can be hired. The corporation line cannot. Recut the title, the first five photos, and the map pin until a guest who opens the listing sees the same clerk you will call when something breaks on a Saturday.

When a Guest Searches Cazenovia and Gets Skaneateles

Skaneateles is a different village on a Finger Lake. The Village of Skaneateles enacted a zoning change in December 2015 treated as a ban on rentals under thirty days. 2016 plea deals enforced it. That is Village of Skaneateles, a different clerk, a different lake, a different search. Do not write it as Cazenovia law. Do not write Cazenovia as a Skaneateles workaround. Guests who typed Cazenovia and land on a Skaneateles costume bounce when the map loads, and guests who wanted Skaneateles bounce the other way when they see Madison County.

Name recognition is not a clerk. A packet that averages the two villages is mixing a banned under-30-day desk with a town chapter that still issues special use permits.Cazenovia versus Skaneatelesis the compare file. Use it to keep the lakes apart, not to import Skaneateles demand as if it were this year’s town extract or a village year this cluster will not print. You do not get a third guest who ignores the pin. Keep the title, the first sentence, and the map in the same Madison County village on Cazenovia Lake.

If a guest asks whether this is “the Finger Lakes one,” answer no. Cazenovia Lake is not a Finger Lake. Lorenzo is not a winery loop. Syracuse is twenty-five to thirty minutes, not a substitute for a Skaneateles village ban. Tell the truth once, in the listing, before the review has to say it. A bounced search is cheaper than a first-night argument about which lake they thought they booked and which clerk they thought they were under. Cazenovia is Madison County. Keep it there.

How to Keep the Pins Apart

Keep an one-page pin sheet on the house. Line one: village or town. Line two: the clerk address and phone. Line three: the permit number if one exists, or the words “no ads until approved.” Line four: occupancy, parking, quiet hours. Line five: Lorenzo’s 2026 tour window, May 15 to October 12, as visitor traffic, not as a promise the house is full. That sheet is for you, the cleaner, and anyone who writes the tile. It is not a brochure, and it is not a second AirROI cell you can invent here.

Do not let a photographer title the gallery “Finger Lakes cottage” because the light was good. Do not let a channel manager default the location to Skaneateles because the software had that pin. Do not let a lender staple $20,127 to a village parcel.Startup costsstart at the clerk, not at the sofa.Buying the housestarts at the same line. The pins stay apart when every file in the packet uses the same hall and the same lake name.

If you own one village door and one town lot, write two listings and two clerk files. Shared linens do not make a shared law. Shared lake water does not make a shared year. The AirROI cell remains town. The village remains a call to 90 Albany Street. Keep those sentences in both binders so a substitute host does not merge them on a Saturday when Lorenzo is busy and the inbox is not watching the corporation line. Two houses, two halls, two files.

Call Before You Underwrite the Line

Call before you bid, before you furnish, and before you send a rent roll to a lender. If the survey says village, call 90 Albany Street at (315) 655-3041 and ask what 2026 status actually is. If the survey says town, call the Town CEO and ask about Chapter 132, the special use hearing, and whether a seller’s permit dies at closing. It does. A new owner files a new application.A DSCR packetthat skips that call is a costume T12 waiting to happen on the wrong desk.

Bring the parcel number, the driveway photo, and a clear occupancy plan. Do not bring a Finger Lakes comp. Do not bring a village year. Do not bring Lorenzo hours as income. The clerk will not underwrite your note. The clerk will tell you whether a stay can exist. That answer is the line. Everything else in this cluster, from the town extract to the mansion walk, sits after it. A year you cannot legally sell is not a year a lender should count, and it is not a year you should bid on.

If two people give you two answers, write both names and call again. AmLegal and leftover blogs lag. August 10, 2026 tabled town changes; it did not merge the halls. The village did not become Chapter 132 because the lake is small. Pick the clerk the driveway actually has. Then write the listing, the loan memo, and the guest book to that clerk and no other. A pin that names the wrong hall is the first night’s complaint, filed before the guest even finds the lake dock.

Frequently Asked Questions

Which clerk governs a house inside the Village of Cazenovia?

Village Hall at 90 Albany Street, (315) 655-3041, clerk@villageofcazenoviany.gov. In 2018 village zoning had no STR provision and officials treated village STRs as not allowed. Confirm 2026 village status there before you list a village parcel. Town Chapter 132 does not automatically apply inside the village. Do not underwrite a village stay on a copied town chapter.

Which clerk governs a house in the Town of Cazenovia outside the village?

The Town of Cazenovia under Local Law 5 of 2025, Chapter 132 Short-Term Rentals. You need a special use permit from the Zoning Board of Appeals, Madison County occupancy tax registration, and a town permit. Do not advertise until the application is fully approved. The permit is valid two years, renewed 45 days before expiration, and is not transferable.

Is AirROI’s $20,127 a village year or a town year?

Typical year $20,127, ADR $293, occupancy 35.5 percent, RevPAR $96,, updated August 8, 2026. This cluster will not invent a Village of Cazenovia ADR or typical year. One extract does not mean one clerk. Keep $20,127 on the town desk and keep village parcels on a call to 90 Albany Street. AirROI’s extract is Town of Cazenovia only: $20,127 typical year, $293 ADR, 35.5 percent occupancy, $96 RevPAR,.

Does a 25 to 30 minute drive from Syracuse count as a village stay?

Drive time on NY-92 and US-20 is how you reach Cazenovia. An Albany Street walk, a lake access you can actually offer, and Lorenzo if the guest can reach the grounds are what a village guest booked. If the guest needs a car for dinner, say so. Do not call a town driveway walkable downtown Cazenovia.

What should Cazenovia listing copy name first?

The street the car stops on, the walk the guest can take, and which hall governs the stay. If the parcel is village, say Village of Cazenovia. If it is town, say Town of Cazenovia and put the Chapter 132 permit number in the ad. Name Lorenzo if they can reach it. Do not title the listing Finger Lakes cottage or Skaneateles.

Why do guests bounce when they search Cazenovia and land on Skaneateles?

Skaneateles is a different village on a Finger Lake with a village ban on rentals under 30 days. Cazenovia Lake is not a Finger Lake. Town of Cazenovia uses Chapter 132. A guest who typed Cazenovia or Lorenzo and sees a Skaneateles costume leaves. You do not get a third guest who ignores the pin.

Are village hosts and town hosts the same inventory?

AirROI’s twenty-two listings are the town cell. The village is a different clerk and a walkable downtown of about 2,753 people. The town population is 6,740 on the 2020 census. A town tile that borrows village sidewalks is lying one direction. A village tile that borrows the town year is lying the other. The village is about 2,753 people with a walkable downtown.

How do I confirm which clerk the driveway actually has?

Village parcels go to 90 Albany Street at (315) 655-3041. Town parcels go to the Town CEO and Chapter 132. Ask whether a seller’s permit would die at transfer. Do not dress an outside lot as downtown, and do not paste $20,127 onto a village house to fill a cell AirROI never published. If the survey says town, call the Town CEO and ask about Chapter 132, the special use hearing, and whether a seller’s permit dies at closing.
