Mount Shasta STR Rules: City Permit, 12% TOT, and Three Clerks
Updated: Aug 27

Short-term rental rules for Mount Shasta City start with the parcel, not with an Airbnb dashboard. The incorporated city sits at about 3,500 feet in Siskiyou County. It is not Dunsmuir, and it is not unincorporated county land down the same highway. Before you price an August weekend or hire a photographer, you confirm which clerk owns the address. A mailing Keep that says Mount Shasta is not a determination. A green published market year on a marketplace map is not a permit.
This guide is the rules post for the cluster. It walks the three desks, the city’s open application on C-1 or C-2, the 12 percent transient occupancy tax the city collects itself, the 2 percent SCTID assessment, the 2024 unincorporated application that is not a freeze, Dunsmuir’s 14 percent stack and its own clerk, why the 2021 pause is history, and what to screenshot before you list. Marketplace numbers for the 177-listing cell live in theMount Shasta market report. Startup stacking lives inwhat it actually costs to start an Airbnb here.
If you remember only one sentence, remember this, and the City of Mt. Shasta is currently accepting short-term rental permit applications, and C-1 or C-2 zoning has to be on the inquiry. Everything else in this post is how that sentence connects to TOT, SCTID, the neighbor clerks, and the file you still need even if a dashboard drew a published market year on the roof. A published market year is a marketplace guess, and the clerk’s file is the operating fact. Purchase underwriting against the watch line lives in the.2026 investment piece.
Three desks: city, Dunsmuir, unincorporated Siskiyou
Pull the assessor parcel and the jurisdiction map before you draft a listing. The City of Mt. Shasta, the City of Dunsmuir, and unincorporated Siskiyou County are three separate desks. Incorporated cities keep their own clerks, and unincorporated land sits with county planning. A house ten minutes down I-5 is not regulated by the same stack as a house on a city block under the volcano, even if Saturday traffic looks similar on the same highway. Name the clerk before you name the rate.
A mailing address that says Mount Shasta is not a license. Census language and highway signs confuse buyers who think one volcano means one clerk. The practical first question is still which government can tell you no. Print the assessor parcel number into the deal file and keep a screenshot of the city limit layer beside it. If the parcel sits outside the city, stop using the city form as your only paper. If the parcel sits inside Dunsmuir, stop using the Mount Shasta City TOT rate as if it traveled with the mountain.
Hosts who skip the parcel test waste money on photography, furniture, and channel setup for a use the address cannot carry. Title companies, lenders, and neighbors will not fix a jurisdiction mistake after you have already advertised nights under thirty days. Start with the map, and confirm city, Dunsmuir, or unincorporated Siskiyou. Then open the right conversation with that clerk. A borrowed playbook from another county will not save a Siskiyou parcel, and this county is not the one south of it.
The city is accepting applications; C-1 or C-2 is on the form
The City of Mt. Shasta is currently accepting short-term rental permit applications. That is the live civic fact, not a rumor and not an AirROI label. Inquiry goes to tot@mtshastaca.gov with owner, manager, address, C-1 or C-2 zoning, and the assessor parcel number. If you cannot put C-1 or C-2 on that email, you do not have a city listing path yet. You have a house you have not finished testing on paper.
Illegal listings in the city are $500 a day. That line is why the inquiry is not optional busywork. Marketplace algorithms reward complete calendars. City enforcement rewards a permitted use. If a platform prompts you to publish a whole-house calendar before the zoning letter exists, the correct operational answer is still no. Guests and neighbors will not care that the channel made publishing easy. They will care whether the use on the ground matches the district on the form.
Scarcity, if any, is C-1 or C-2 eligibility plus three separate desks. It is not a frozen county cap. Do not tell a lender the city is closed when the finance page is accepting applications. Do not tell a partner the town is wide open if the parcel is residential in a district the form does not name. Screenshot the live city short-term rental page the week you inquire, including the FAQ PDF dated 7-15-25, and keep that image next to the zoning letter.
TOT is 12 percent in the city; Airbnb does not remittance it
City transient occupancy tax is 12 percent. Measure S passed November 7, 2023, and the rate moved from 10 percent on July 1, 2024. Hosts collect it. The city has no Airbnb remittance agreement, so city hosts remittance TOT themselves on mtshasta.munirevs.com. That is the opposite of a set-it-and-forget-it channel default. If you list only on Airbnb and assume the platform already sent the 12 percent to the city, you are already late on the first booking.
Keep the 12 percent in the pass-through column of the underwrite, not in host margin and not in purchase price. A listing that charges the wrong rate, or that never remits, is a compliance mess that compounds every booking. Confirm the live remittance path the week you go live, not the week you bought furniture. Pair the TOT login with the permit inquiry so you are not half-legal on the first August weekend you advertise to those guests.
Unincorporated Siskiyou also has a 12 percent TOT, and Airbnb remits that 12 percent only outside incorporated cities. That sentence does not rescue a city host. Inside the city the remittance desk is still the city’s own portal. Mixing the two is how emails bounce for a month, and August does not wait for a bounced email. State questions and county questions are not substitutes for mtshasta.munirevs.com when the parcel is inside city limits on the map.
SCTID is a 2 percent assessment, not the TOT
SCTID is a 2 percent lodging assessment. It is not the 12 percent transient occupancy tax and it is not listing income. Hosts who collapse the two into one 14 percent blob will mis-state both the remittance and the marketing story. The city page treats TOT and SCTID as stacked charges. Your guest folio should too, and your underwrite should too. Discover Siskiyou marketing funded by an assessment is not your RevPAR and not a rescue for a thin March.
Do not treat the 2 percent as a tip you can skip because you already sent TOT. Do not treat it as proof that county tourism will fill your March calendar. Visit California’s state visitor-spend figure lives in a different post on purpose. SCTID is a local assessment on lodging. It is not California’s $158.9 billion and it is not the $32,254 year. Keep those dollars in separate columns so you do not double-count demand.
When you model a year, leave TOT and SCTID in the pass-through stack and leave the permit inquiry in the launch calendar. A host who photographs in June and remits in September is already late if nights were advertised. Pair this desk with thestartup cost guideso remittance calendar cost sits next to cleaning and a March reserve, not next to an invented discount this cluster will not name.
Unincorporated Siskiyou has a 2024 application, not a freeze
If the parcel is not inside an incorporated city, you are on the county path. Siskiyou County planning publishes a short-term vacation rental application updated 2024-04-23. That dated packet is the opposite of a freeze. Planning can be reached at (530) 841-2100. Unincorporated TOT is 12 percent under County Code section 8-4.03. Airbnb remits that 12 percent only outside incorporated cities. Confirm the live planning page the week you offer, not a memory from a listing agent.
A 2024 application is still an application. It is not a promise that every rural parcel can list. Zoning, access, and the dwelling itself still have to carry the use. Do not advertise nights under thirty days on unincorporated land because a dashboard labeled the corridor Low. Do not import the city’s C-1 or C-2 checkbox onto a county parcel and call the file done. The county packet is its own desk and its own calendar of work.
This cluster will not Keep a current county-wide freeze, because a longer vacation-rental moratorium did not pass. The 2021 45-day application pause is history and gets its own section below. What you need here is simpler, and unincorporated Siskiyou has a current application dated 2024. Use it when the map says you are outside the cities. Use the city form when you are not. Do not blend the two packets just to save a week of paper work.
Dunsmuir is 14 percent and its own clerk
Dunsmuir is a separate incorporated city with its own short-term rental desk. Register there if the parcel is there. Dunsmuir TOT is 14 percent, built as 12 percent city plus 2 percent county. Airbnb remits TOT for Airbnb-only Dunsmuir hosts. That remittance sentence is Dunsmuir’s, not Mount Shasta City’s. A host who copies Dunsmuir’s channel behavior onto a city listing will miss mtshasta.munirevs.com and then wonder why the city is asking for reports.
Do not dress a Dunsmuir house as downtown Mount Shasta City. The Upper Sacramento, Hedge Creek, and Mossbrae sit in a Dunsmuir day, not as a way to steal the volcano published market year. Do not print a Dunsmuir application fee this cluster will not lock from the live city page. Do not fold Dunsmuir’s $19,417 year into the city’s $32,254 and call the average a corridor. The clerk is different, and the tax stack is different. The extract is different.
If you are buying along the highway and the listing photos look like the same pines, the parcel test is still the first page in the file. A Dunsmuir registration will not satisfy Mount Shasta City. A city permit will not satisfy Dunsmuir. For whether either watch year can carry a deal after the clerk is named, use theinvestment underwrite. This rules post only needs you to stop treating Dunsmuir as a suburb of the volcano.
The 2021 pause is not today’s ordinance
In 2021 the county ran a 45-day application pause. A longer vacation-rental moratorium did not pass, and mount Shasta News reported that outcome on 2021-03-03. Those sentences are history, and they are not today’s operating rule. Do not Keep a current county-wide freeze into a purchase memo, a listing, or a lender package. Do not tell a partner the county is frozen when planning is publishing a 2024 application on the live county planning site this week.
Old pause language still circulates in forums and in stale vendor summaries. That is one more reason AirROI Low is not the ordinance. A dashboard can keep a caution Keep long after a pause expires. A neighbor can remember 2021 and describe it as current law. Your file should quote the live city page, the 2024 county application date, and the Dunsmuir clerk page, each dated the week you inquire. Memory is not a screenshot you can show a lender.
Scarcity talk, if you need it, belongs on C-1 or C-2 eligibility and on the fact of three desks, not on a freeze that did not become permanent law. Investors who underwrite a halt that is not there will walk away from legal houses. Investors who ignore C-1 or C-2 will buy houses they cannot list at all. Both mistakes start with treating that 2021 pause as if it were still the live 2026 operating rule.
What to screenshot before you list
Screenshot the assessor parcel and the city-limit layer so the desk is named. Screenshot the City of Mt. Shasta short-term rental page the week you inquire, including that applications are being accepted and that C-1 or C-2 belongs on the tot@mtshastaca.gov email. Screenshot the $500-a-day illegal-listing line. Screenshot the 12 percent TOT path on mtshasta.munirevs.com and the 2 percent SCTID language so you do not collapse the stack. Screenshot the FAQ PDF dated 7-15-25.
If the parcel is unincorporated, screenshot the county application dated 2024-04-23 and the planning contact. If the parcel is Dunsmuir, screenshot that city’s registration page and the 14 percent TOT stack, and do not import a fee this cluster will not print. Keep AirROI in a separate folder. The left column can change every extract. The right column is what lets you advertise nights. If any civic screenshot is missing, you do not have a launch file yet.
Compliance on this mountain is parcel, clerk, C-1 or C-2 when you are in the city, TOT remittance, and SCTID. The volcano and the lake make the marketing story. The three desks make the operating story. Keep them in separate folders in your head, then recombine them only when both are clean enough to list. A house that sounds like Mount Shasta City and cannot legally list is still a no. A house that is legal and sounds like a blended I-5 cabin is a wasted permit.
The three desks do not share a back office. A city inquiry to tot@mtshastaca.gov does not start a Dunsmuir registration. A county application dated 2024-04-23 does not put C-1 or C-2 on a city parcel. Call planning at (530) 841-2100 when the map says unincorporated. Open dunsmuirca.gov/short-term-rental-info when the map says Dunsmuir. Stay on the city finance page when the map says Mount Shasta City. Mixing those inboxes is how a file sits unanswered while you keep photographing a house that is still not papered.
TOT stacks are also separate. City TOT is 12 percent and Airbnb does not remittance it. SCTID is a 2 percent assessment on lodging stays, not a second name for TOT. Unincorporated Siskiyou TOT is 12 percent and Airbnb remits that 12 percent only outside incorporated cities. Dunsmuir is 14 percent, described as 12 percent city plus 2 percent county, and Airbnb remits TOT for Airbnb-only Dunsmuir hosts. Print the stack that matches the parcel, and do not print a $370 Dunsmuir fee. This cluster will not invent that line.
Keep a folder of dated screenshots, and city page accepting applications. C-1 or C-2 on the inquiry, and $500-a-day illegal listing line. mtshasta.munirevs.com for TOT, and fAQ PDF dated 7-15-25, and county application 2024-04-23 if you are unincorporated. Dunsmuir registration page if you are in that city. AirROI Low stays in a different folder. When a partner asks whether the county is frozen, show the 2024 application and the 2021 news that a longer moratorium did not pass. That is the live file.
Keep the illegal-listing line in the same folder as the TOT login. A $500-a-day fine is not a marketing footnote. It is why a published market year without a city permit is not a soft start. Hosts who treat the marketplace as the clerk find out the city already said Airbnb will not remittance Mount Shasta TOT. The remittance file is yours, and the inquiry email is yours. The screenshot date is yours.
If the screenshot folder is incomplete, you are not launching. You are hoping the marketplace will hide the gap. It will not hide it from the city, and it will not hide it from a buyer who asks for the 7-15-25 FAQ and the 2024-04-23 county packet by name.

Frequently Asked Questions
Which desk actually governs a Mount Shasta short-term rental — city, county, or Dunsmuir?
It depends on the parcel, not the mailing address. The City of Mount Shasta, the City of Dunsmuir, and unincorporated Siskiyou County each run separate permitting desks with different rules. A Mount Shasta mailing address is not a legal determination of which desk applies — pull the assessor parcel number and the city-limit layer before filing anything, and never borrow another county's clerk stack for your parcel.
Is the City of Mount Shasta currently accepting short-term rental applications?
Yes. The city is accepting applications for properties zoned C-1 or C-2, and the inquiry goes to tot@mtshastaca.gov with the owner, manager, address, zoning designation, and assessor parcel number. If that C-1 or C-2 zoning can't be confirmed, there's no city listing path yet. Illegal listings inside city limits carry a $500-a-day fine, so this inquiry isn't optional paperwork.
Does Airbnb remit the city's 12 percent transient occupancy tax for Mount Shasta hosts?
No. The city has no remittance agreement with Airbnb, so city hosts must remit the 12 percent TOT themselves through mtshasta.munirevs.com. Measure S raised that rate from 10 percent on July 1, 2024. Unincorporated-county remittance rules don't apply to a parcel inside city limits, so hosts still need to manage that login personally after every stay.
Is SCTID the same charge as the city's TOT?
No. SCTID is a separate 2 percent lodging assessment stacked on top of the 12 percent city TOT — it isn't listing income and shouldn't be treated as guest revenue. Keeping the two charges in distinct pass-through columns on both the guest folio and the underwriting sheet keeps the stacked total honest instead of blending a tax and an assessment into one number.
Is unincorporated Siskiyou County frozen on new short-term rental applications?
No. County planning published a short-term vacation rental application updated April 23, 2024, which is an open process, not a freeze. Unincorporated TOT runs 12 percent under county code, and Airbnb remits that 12 percent only outside incorporated cities. Confirm the live planning page the week you file, and reach county planning directly at (530) 841-2100 before assuming any status.
How does Dunsmuir's tax stack differ from Mount Shasta City's?
Dunsmuir's total TOT runs 14 percent, built as 12 percent city plus 2 percent county, and Airbnb does remit that tax for Airbnb-only Dunsmuir hosts. Mount Shasta City's TOT is 12 percent with no Airbnb remittance agreement at all. The two clerks and rates shouldn't be blended — register with whichever desk actually owns the parcel, and don't apply a Dunsmuir fee or rate to a Mount Shasta City property.
What should a host screenshot before listing a Mount Shasta-area short-term rental?
Screenshot the assessor parcel, the city-limit layer, the live city application page, the $500-a-day illegal-listing warning, the city TOT login, and the SCTID language, all dated the week of the inquiry. Add the county's April 2024 application packet for unincorporated parcels, or Dunsmuir's 14 percent stack and clerk page for a Dunsmuir property, so the file matches the desk that actually governs the address.
Does a published market-year figure on a listing platform's map count as proof of a valid permit?
No. A published market year or a mailing address that says Mount Shasta is not a determination of legal status, and it isn't a license. Permitting status has to come from the actual desk that governs the parcel — the city, Dunsmuir, or unincorporated county planning — confirmed the week of listing, not inferred from a marketplace dashboard or an address label.
What's the risk of folding Dunsmuir's numbers into a Mount Shasta City underwrite?
Blending figures from two different jurisdictions produces a number that describes neither market accurately. Dunsmuir and Mount Shasta City run different tax stacks, different clerks, and different published years, so a Dunsmuir fee or revenue figure shouldn't be printed against a Mount Shasta City parcel, or the reverse. Keep each town's numbers on its own labeled line in any deal file or underwrite.
Work with Crest & Cove Creative
Blending Dunsmuir and Mount Shasta City numbers into one listing pitch misreads both markets: they run different tax stacks, different clerks, and different published years that shouldn't share a listing tile.
We help independent hosts keep each jurisdiction's tax rate and permit status on its own labeled line in their listing and market copy instead of one blended pitch. Reach out and we'll check your listing against the right desk.
