That is zoning nonconformity language. It is not a letter that your address is eligible. It is not a current permit count. NewsChannel 5 on February 17, 2020 reported later rules that included one short-term rental per lot. Confirm whether that limit is still in the live code before you treat a second cottage on the same lot as a second product. A host who underwrites Franklin as “Nashville but quieter, same permit” is underwriting the wrong statute.
